REVOCATION OF PROHIBITION OF FOREIGN FLAGGED VESSELS TO OPERATE OR PROVIDE MARINE SERVICES IN MALAYSIAN PORTS

The Marine Department has issued a Malaysian Shipping Notice MSN 02/2021 to inform shipowners, ship agents, Masters, seafarers, port operators, Recognised Organisation and the maritime industry on the 9th February 2021, about the revocation of Malaysian Shipping Notice (MSN) 19/2020.

MSN 19/2020 notified the shipping community of Marine Department's intention to prohibit any foreign flagged vessels from operating or providing marine services in any Malaysian ports.

The types of marine services covered under the prohibition were i. Bunkering; ii. Supply of fresh water; iii. Transport of ships waste (Sludge, Slop, etc.) iv. Supply of provisions; v. Transport of garbage; and vi. Harbour tug.

Manning of the said vessels must be Malaysian. For vessels which are manned by foreign seafarers, vessels owner/operator must comply to the given timeline below: 

i. From 1 January 2021 until 31 December 2021 – 50%; 

ii. From 1 January 2022 until 30 June 2022 – 75%; and 

iii. From 1 July 2022 onwards – 100%

Therefore, the Frequently Asked Questions (FAQ) for Malaysian Shipping Notice 19/2020 is also withdrawn.
